THE (PROPOSED) REGIONAL CONSTITUTION OF GLOBAL POWERS
ARTICLE 1: POWERS OF THE OFFICERSPresident:
1. Veto laws (not amendments. Can be overturned by vote of 2/3 for)
2. Organize and cooperate with the Ministers and Chiefs
3. Call for Official Meetings (all Officers must be present.)
Vice President:
1. Temporarily replace any Ministers or Chiefs that must resign until elections are held.
2. Serve as Acting President if the current President is unable to perform until the President is able to do so
3. Serve as Acting President if the current President is forced to resign until new elections for President are held
4. Temporarily replace any ministers or chiefs if the current minister or chief is unable to preform until the minister or chief is able to
Chief of Foreign Affairs:
1. Appoint diplomats
2. Member of the House of Lords in the NS Republic (or can appoint a diplomat to that position)
3. Cooperate with the President to create a foreign policy
4. Cooperate with the Minister of Finance on any Trade Treaties
Minister of Technology:
1. Create the technological policy of Global Powers
2. Propose new projects to develop by the region as a whole
3. Is the Head Scientist of any research project
4. Can cooperate with the Chief of Staff create subcommittees to focus on specific projects
Chief of Staff:
1. Ensure the cooperation and participation of all Officers
2. Cooperates with all Chiefs and Ministers to create new subcommittees and sub-positions
3. Is Acting Vice President should the Vice President be unable to perform his/her duties until the Vice President is able to
4. Is Acting Vice President should the Vice President be forced to resign until new elections are held
Minister of Justice:
1. Presides over any cases involving grievances between two nations as the Chief Justice
2. Cooperates with the Chief of Foreign Affairs in any cases involving a member of Global Powers and a foreign member
3. Can order an injunction
4. Can order a subpeona if it is deemed necessary
Minister of Finance:
1. Cooperates with the President to create a regional budget
2. Cooperates with the Chief of Foreign Affairs to create Trade Treaties with other regions
3. Presides over the Stock Market of the Region (If/ When we make one.)
WA Delegate:
1. Represents Global Powers in the World Assembly
2. Forms judgements on proposals in the World Assembly
3. Can remove foreign invaders from the region, should the Region Founder be unable to do so.
ARTICLE 2: RIGHTS AND RESPONSIBILITIES OF MEMBERSSection 1: Rights of Members
All Members have the Following Rights:
1. The right to vote on laws and in elections
2. The right to freedoms of speech, privacy, religion, and peaceful assembly
3. The right to run for office
4. The right to introduce new proposals to the region
5. The right to propose new amendments to the Constitution
6. The right to the pursuit of happiness
7. The right to request assistance from other members
8. The right to be free from any form of libel or malicious slander
Section 2: Responsibilities of Members
All Members have the Following Responsibilities:
1. The responsibility to protect fellow members from attack
2. The responsibility to ensure the protection of Global Powers
3. The responsibility to participate in the regional government as a voting member
4. The responsibility to ensure the protection of the people
5. The responsibility to abide by the Regional Constitution
Section 3: Elastic Clause
The enumeration in the Regional Constitution of certain rights and responsibilities shall not be construed to deny or disparage others retained by the members of Global Powers.
ARTICLE 3: REGULATIONS AND RULES ON VOTING AND ELECTIONSSection 1: Regulations on Voting
1. A member has only one vote. Colonies are not allowed to have a vote. Embassies representing a member not in the region of Global Powers receive a vote.
2. A vote for a proposal takes a simple majority to pass. If vetoed by the President, it requires two-thirds majority
3. A vote to remove an Officer who has violated the Constitution and passed laws require a two-thirds majority to remove the Officer.
Section 2: Regulations on Elections
1. A member can seek to run for one office per election.
2. Candidates may not commit libel against their opponents in their campaign
3. The candidate who receives the most votes in their election becomes the Minister or Chief of the office they were running for (exception: WA Delegate. See Section 3.)
4. In cases of tie, there will be a recount by the voters. Should this tie fail to be broken, the President can choose the candidate they feel is best suited to hold the Office.
5. Elections are to be held on the seventeenth of every third month starting in the next election held under these regulations.
6. An officer may only serve three consecutive terms. After these three consecutive terms, the officer must resign. After another term has passed, any member can once again run for office.
7. Rule 6 is void in cases where the Office holder is uncontested for a fourth consecutive term. This will continue until the office is contested by another candidate.
Section 3: WA Delegate
1. There shall be no formal elections for the position of World Assembly Delegate. An endorsement cap shall be enforced at 50% of the Delegate's endorsements
- If a nation passes the endorsement cap without following the process labeled in Subsection 2, they have 24 hours to reduce their amount of endorsements to under the endorsement cap. If they fail to do so, they will be subject to an ejection or a ban, depending on their intent.
2. Anyone may run against the WA delegate at any point in time. However, to pass the endorsement cap they have to do the following:
- Have been present in the region for at least one month
- Have been given approval by at least one government officer
- Have made a formal statement, declaring what they intend to do as WA Delegate
ARTICLE 4: AMENDMENTS TO THE CONSTITUTIONSection 1: Phase 1 of the Amendment Process
1. To propose an amendment, one must gain five signatories from other members to agree to support this Amendment.
2. The Amendment is sent to the Regional Government
Section 2: Phase 2 of the Amendment Process
1. The Regional Government is required to read and debate on the Amendment
2. The Officers are allowed to propose their own changes to the Amendment to better word it. It requires 5/8 to approve the change.
3. Out of all the Officers, three-fourths must agree to the Amendment. If this is accomplished, the Amendment is sent to the other members.
Section 3: Phase 3 of the Amendment Process
1. Members are required to review over the Amendment. It is encouraged that they express their own opinions on it.
2. Members are allowed to propose their own changes to the Amendment as well. It requires a simple majority to approve the change to the Amendment.
3. Out of EVERY member (this includes Officers as well), two-thirds must agree to the Amendment. If this is accomplished, the Amendment is added to the Constitution.
ARTICLE 5: Status on Laws Prior to the ConstitutionLaws that were created and passed prior to the enactment of this Constitution are still in effect. Any laws that have had their workings incorporated into this Constitution will be hereby null and void.
